Because of the controversial statements made by Lt. Col. Hans Buch, the spokesperson for the German Ministry of Defence (BMVg), in reference to my case (Michael P.), I decided to contact Colonel Buch and give him the opportunity to discuss the situation with me personally.
Unfortunately at the time I contacted the office of Colonel Buch today he had already gone for the weekend. However, Lt. Col. Gerd Müller (phone # 49 30 2004 8230), answered my phone call and identified himself as the spokesperson of the public affairs office of the German Armed Forces in Berlin HQ (MOD / BMVg). Col. Müller took the time and answered my questions in a polite manner.
Before I addressed any questions to Col. Müller I identified myself as Michael P. to him. His response was "should I know you?"
I asked Col. Müller under what circumstances the German Armed Forces can be deployed on internal affairs, and if so, what law regulates such involvement of the Bundeswehr.
Col. Müller referred to the GRUNDGESETZ (basic law) of the Federal Republic of Germany, which he said does not allow the use of the Bundeswehr in internal affairs. Only in situation of natural disasters, state of emergency and in times of war for example can the German Army be called upon on. Any other deployment of the Bundeswehr in internal affairs are in violation of the Grundgesetz (basic law).
I asked Col. Müller whether it would be legal or not to use German soldiers to infiltrate domestic Parties and to spy on them. He clearly pointed out that it is not legal and would be a violation of the Grundgesetz (basic law) and that he can not imagine that such thing would ever happen.
Col. Müller become confused and could not understand the nature of my questions, because in his mind it is absolutely out of question that the German Military Intelligence Agency would ever run such illegal operation. He also pointed out that there is a special law "MAD Geset" that applies to the Intelligence Agency, but even under that law it is not possible to deploy agents in order to spy on legal domestic Parties like the SPD, CDU, CSU, FDP or NPD etc.
Col. Müller asked me for my telephone number in order to have Colonel Buch to return my call since it was him to whom I wanted to talk to in the first place, and that Colonel Buch together with a "Mr. Z.," are the experts on my case.
In a few minutes my phone rang and at first an unidentified person asked if Michael P. can be reached at this number. After verification that it was me on the other end of the line, Col. Müller pointed out to me that he did not knew who I was when he talked to me earlier and that he would not have given me all the information he provided me with if he had known to whom he was talking to and who Michael P. is. Col. Müller emphasized that all his statements to me were his "personal opinions."
Colonel Buch has not contacted me yet.
Col. Müller confirmed my view that not even the German Bundestag (German Parliament) could order such deployment of the Armed Forces without changing the Grundgesetz first! It does not matter whether you deploy one or a hundred soldiers, when you cross the line you cross the line.
The German Military Intelligence Agency (MAD) is part of the Bundeswehr and therefore has to obey the same rules as the rest of the German Armed Forces when it comes to the issue of deploying their agents in internal affairs.
Point in case; my mission to infiltrate a domestic Party in 1989. In my case and the mission I took on for the MAD the "State within a State" became reality. That is the reason why I was not permitted to testify as a witness on MAD operations in an investigation by the German Parliament in 1998.
At this point in time it has become very clear to me that the German Ministry of Defense is trying to launch an attack against me. Whatever it is, it also explains why the President of the German Parliament, Mr.Wolfgang Thierse, has not contacted me despite the fact that his office was assuring me earlier this week that Mr. Thierse will get in contact with me via telephone. It just would not look good for Mr. Thierse or anybody else to take a stand for me and my cause when the German Government at the same time is trying to cover up my case and go after me.
However, the exposure of the MAD operation and involvement of the Government with its Ministry of Defense (BMVg) will continue. I am ready for the fight; they know where to find me.
